Decoupling is not equal to decoupling: structural, income and efficiency effects of different ways to decouple direct payments Paper Nr. 21 Abstract The objective of this paper is to work out some fundamental dynamic effects on agricultural structure, farm incomes, and efficiency that result from decoupling direct payments. To do so, we apply the agent-based model AgriPoliS (Agricultural Policy Simulator). AgriPoliS is a normative spatial and dynamic model of regional agricultural structures that takes account of actions and interactions between a large number of individually acting farms. The model is calibrated to the region 'Hohenlohe' in Baden-Württemberg. The simulations show that impacts on structural change, competitiveness, and income distribution vary greatly depending on how the policy scheme is implemented.

Direct payments of the CAP – distribution across farm holdings in the EU and effects on farm household incomes in Austria

In 1992, the EU initiated the process of decoupling income transfers from agricultural production which has culminated in the 2003 reform of the common agricultural policy (CAP). In this reform 'single farm payments' have been introduced which are based on direct payments during the reference period 2000-2002. We use statistics of such payments to explore the distribution patterns across farm h...

Structural, efficiency and income effects of direct payments An agent-based analysis of alternative payment schemes for the German region Hohenlohe

The paper analyses various forms of direct payments using the spatial and dynamic model AgriPoliS. In AgriPoliS farms are represented as agents which act and interact individually. This allows for endogenous structural change. The model is fitted to the agricultural region 'Hohenlohe' in Baden-Württemberg which is characterised by intensive livestock farming. The policy simulations show that th...

Among the numerous non-point sources of diffuse water pollution with nitrogen, agriculture is counted one of the main sources. The agricultural policies of the Agenda 2000 and a decoupling of direct payments for farmers from their production decisions are exemplarily evaluated as nitrogen reduction measures using the Regional Agricultural and Environmental Information System RAUMIS. The results...

Decoupling and Agricultural Investment with Disinvestment Flexibility: A Case Study with Decreasing Expectations

This paper studies the effect of decoupling on optimal investment in agriculture assuming disinvestment flexibility. Agricultural income being determined by policy processes is subject to policy uncertainty. Case study examples suggest that assuming disinvestment flexibility, decoupling increases income stability, and a higher level of investments can be achieved even with lower subsides. Incre...

Modeling a Robot with Flexible Joints and Decoupling its Equations of Motion

Recently a method has been developed to decouple the equations of motion for multi-rigid body systems. In this paper, the method is first studied, then the equations of motion for a planar two degree-of-freedom robot with flexible joints are carried out using Lagaranges equations and Kanes equation with congruency transformations. Finally, the results obtained from both methods are throroughly ...
